Uluslararası alanda her ülkenin önemli kırılmaların yaşandığı, dünyanın her köşesinde siyasi, ekonomik ve sosyokültürel açıdan yeniden dizaynının söz konusu olduğu bir dönemden geçmekteyiz. Koronavirüs salgının gölgesinde ortaya çıkan ekonomik krizler, yoksulluk, enerji kaynakları üzerindeki tahakküm gibi birçok mesele ülkeleri ve toplumları etkisi altına almıştır. Bunların yanı sıra birçok ülke için tehlike arz eden; FETÖ, DAEŞ. BOKO HARAM gibi terör örgütlerinin terörizmi şiddetli bir şekilde yürüttüğü faaliyetler ağır enkazlar bırakmaya devam etmektedir. Terörizm, giderek artan bir durum halini almakla beraber küresel barış ve huzuru ekarte etmektedir. Halihazırda ülkemiz, bölgesel açıdan terör örgütlerinin hedefi haline gelmiştir. Türkiye hem içeride hem dışarıda bütün yuvalanmış terör örgütleri ve onları destekleyen güçlerle hayati bir mücadele yürütmektedir. FETÖ başta olmak üzere diğer terör örgütleri de din ve dindarlığı istismar ederek hareket etmişlerdir. DEAŞ ve FETÖ, eski Roma’nın sembollerinden Janus’un biri doğuya, diğeri batıya bakan iki yüzü gibidir. Bir başka ifadeyle, bu iki örgüt Müslümanların arasına sokulmuş, içine de fitne gizlenmiş Truva Atı’dır. Her ikisinin amacı toplumu ifsat etmek, iman ve itikadımızı zehirlemektir.
Koranavirüs salgını, iklim değişikliği, çevre kirliliği, göç, yabancı düşmanlığı ve ırkçılık gibi sorunlar da küresel gündemin meşguliyetleri arasında önde gelen meselelerdir. Ortaya çıkan bu sorunlar yalnızca birtakım ülkeleri baz alan yahut tehdit eden sorunlar değildir. Nitekim bu meseleler küresel anlamda tüm dünyayı tehdit eder boyuttadır. Ülkelerden en gelişmişinden en geri kalmışına kadar küresel bir uzlaşıyla kurulacak ittifak ile bu sorunların üstesinden gelinebilir. Uluslararası çok taraflı kurumlar gerçek manada bir güç birliği yaparak tüm bu sorunlarla mücadele etmesi gerekliliği ortadadır. Birleşmiş Milletler başta olmak üzere diğer uluslararası kurum ve kuruluşlar tüm insanlığı tehdit eden bu sorunlar karşısında yeterli düzeyde tedbir almamaktadır. Küresel anlamda yeniden dizayn edilen dünya düzeninde BM başta olmak üzere diğer uluslararası örgütlerin de vakit kaybedilmeden reforme edilmesi gerekmektedir. Bu reforme; uluslararası tarafsızlıkla beraber, adalet, hukuk ve insan haklarını ciddi ciddi işlemelidir. Nitekim dünya ekosisteminde güçlünün haklı değil, haklının güçlü olması için her ülkenin elini taşın altına koymaktan imtina etmemesi gerekmektedir. 193 ülkenin üye olduğu Birleşmiş Milletlerde kararları yalnızca beş daimi üyenin alması, BM’nin adaletini sorgulatır kılmaktadır. Buna mukabil küresel sorunlar karşısında insani ve vicdani bir duruşun ziyadesinde, ekseriyetinin çıkar odaklı olan bir duruşun sergilendiğini görmekteyiz. Bu durum da BM’nin meşrutiyetini sorgulatmaktadır.
Ortaya çıkan küresel sorunlara karşısında kayıtsız kalmak, o sorunların büyümesine teşvik etmek demektir. 2011 yılında “Arap Baharı” diyerek başlatılan zulüm, halen sonlanmış değildir. Ortadoğu’da ilk başta demokratik halk hareketi olarak başlayan eylemler yerini şiddet ve zulme bırakmıştır. Uluslararası çifte standart, adaletsiz tutum ile İslam düşmanlığı ne yazık ki bu bölgeyi terörün yaşam alanına dönüştürmüştür. Bunun yanı sıra antidemokratik bir şekilde ülkelerin yönetimini devralan kişiler de mevcuttur. Bu durumda uluslararası kamuoyu, antidemokratik yönetimlere müdahale yapmaktan yoksun olarak hareket etmektedir. Filhakika uluslararası kamuoyu; demokrasinin, insan haklarının ve adaletin yanında yer almak yerine oligarşik, otoriter ve darbeci hükümetlerin yanında yer almaktadır. En bariz örnek Mısır’dır. Halkın seçilmiş meşru Cumhurbaşkanı Muhammed Mursi’yi deviren Sisi’nin yanında yer almıştır uluslararası kamuoyu. Hakeza Libya’da darbeci Hafter’in peşinde olan zahirde demokratik ve hukuk ülkeleri mevcuttur. Yoksul, çaresiz ve haksızlık ile mücadele eden ülkeler bu şekilde darbeci ve terör örgütlerinin istismarına uğramaktadır. Unutulmamalıdır ki bölgesel terör yoktur. Terör, uluslararası bir tehdittir. Irkçılık, İslamafobi ve iklim değişikliği küresel bir sorundur, yerel bir sorun olarak görmek yanlıştır.
Suriye’de başlayan iç savaş neticesinde; muhaliflere yakın İngiltere merkezli Suriye İnsan Hakları Gözlemevi, Suriye devriminin 15 Mart 2011’den başlayarak 9 Aralık 2020 şafağına kadar Suriye topraklarında 387.118 kişinin hayatını kaybettiğini, öldürüldüğünü ve öldüğünü belgelemiştir. (Gözlemevi, 2020). Dünya şayet siyaset ve adalet üzere kurulu olursa, onun bir anlamı vardır. Ancak siyaset adaletten kopuksa orada bir netice almak mümkün değildir. Nitekim Suriye özelinden hareketle bu durumu dünya olarak birebir yaşamaktayız. Halihazırda yönetimde olan Şam rejimi meşrutiyetini kaybetmiştir. Ancak Birleşmiş Milletler ve diğer uluslararası örgüt ve devletlerin bu duruma müsamaha göstermesi ve kayıtsızlığı tarihin en büyük dramlarından birine yol açmıştır. Mısır’da az önce belirttiğim üzere halkın oylarıyla seçilen bir cumhurbaşkanının darbeyle indirilmesi, ardından toplu katliamların yapılması hangi hukuk sistemine uymaktadır? Günaşırı binlerce insanın katledildiği bir yeri yerel sorun olarak nasıl değerlendirebiliriz? Günümüz dünyasının bu duruma kayıtsız kalması halihazırda mümkün değildir. Nitekim artık Mısır ve bölge ülkelerinde bu savaş, insanların vicdanlarında tamiri zor yaralar açmıştır.
Yaklaşık bir asırdır süregelen Filistin meselesi, içimizde derin yaralar açmıştır. Bölge insanlarının geleceğe umutla ve güvenle bakmasına ipotek koyan Filistin meselesi çözüm bekleyen en önemli konulardan biridir. Batı dünyasının süper güç ülkesi ABD’nin Kudüs’ü İsrail’in başkenti olarak tanıması, başlı başına bir hezeyandır. Irak’ta ise devrilen rejimin ardından başlayan süreç, adeta Irak halkını huzur ve demokrasiye hasret bırakacak düzeyde yüksek trajedinin ev sahipliğine bürünmüştür. Gün geçtikçe Ortadoğu ateşi alevlenip büyümektedir. Şuan omuz silkercesine bu duruma kayıtsız kalan devletler unutmamalıdır ki, o ateş onlara da sıçrayabilir. Krizin olduğu yer dolayısıyla istikrarsızlığında merkezi halini almaktadır. Ortadoğu, lokal bir sorun değildir. Ortadoğu küresel düzeyde tüm devletleri kapsayan bir sorundur. Bu ateş daha da kızışmadan dünya kamuoyu küresel ittifak kurup, el birliğiyle müdahale etmelidir.
Türkiye ise bu denli büyük çatışmaların yer aldığı; zulmün, şiddetin ve adaletsizliğin hüküm sürdüğü ortamda bölgesel işbirliği dinamiklerini hareket ettirmeye öncülük etmiştir. Balkanlardan Kafkaslara, Akdeniz’den Karadeniz’e kadar bölgesel aktörleri ortak projeler etrafında bir araya getirerek bölgesel lider konumunu somutlaştıran adımlar atmıştır. Enerjiden ulaşıma, ticaretten turizme kadar her alanda işbirliklerini güçlendirmiştir. Uluslararası alanda diplomasisini oldukça başarılı bir şekilde yürüten Türkiye, bölgesel barışın öncüsü konumundadır. Bu nedenle oluşturulması gereken “Küresel İttifak”ın en önemli aktörleri arasındadır. Dünyaya bu ittifakı kabul ettirecek yegâne ülkedir.
Terör, İslamofobi, ırkçılık gibi çeşitli sorunlarla küresel siyasal sistem gittikçe çok kutuplu bir yapıya bürünmektedir. Bu çok kutuplu yapı dolayısıyla istikrarsızlığı doğurmaktadır. Dünyanın önde gelen ülkelerinden ABD, Çin ve Rusya’da bu durumdan kendisini soyutlamaya çalışmaktadır. Hindistan, Avrupa ülkeleri, Japonya ve Brezilya gibi ülkeler de yeni küresel sistem içerisinde geniş bölgeye hitap etme gayreti içerisindeler. Türkiye ise bölgesel güç olma yolunda ciddi yol kat etmiş ve küresel arenada; sağlıktan, askeriyeye, dış politikadan, ekonomiye kadar güçlenerek hareket etmektedir.
Güç hegemonyasında birleşen dünya ülkelerinin küresel hukuku yok sayması neticesinde de ortaya adaletsizlik çıkmaktadır. Samimi olmayan dünya ülkeleri insan hakları ve demokrasi alanlarında söz söylemeye hakkı yoktur. Ancak ekonomik ve askeri gücün gölgesinde birçok bölgede adeta tek yetkili ülke/ülkeler konumunda durmaktadır. Uluslararası kamuoyunda bu durumu minimalize etmek yalnızca oluşturulacak küresel bir ittifak ile mümkündür.
Amerika’dan Avrupa’ya, Orta Doğu’dan Latin Amerika’ya ve Uzak Doğu’ya kadar yerküremizin tamamındaki ülkeler arasında ortaya çıkan terör ve iklim değişikliği tehditlerine karşı yekvücut olmamız gerekmektedir. Sözde demokrasi ve hukuk sözcülüğü yapan ülkelerin bu duruma karşı daha samimi olmaları gerekmektedir. Küresel İttifak, dünya kamuoyunda bir ihtiyaçtır. Neticesinde insan haklarından demokrasiye, adaletten özgürlüklere kadar her alanda bir uzlaşı gerçekleşecektir. Farklı anlayışlar ve kültürlerin medeniyet özelinde birleşerek ortaya bir ittifak çıkarılacaktır. Bu ittifak, tüm insanlığı tehdit eden meseleleri bertaraf etme noktasında hareket edecektir.
